I highly recommend the HTML editor vi, which is aviable under Linux, and I think there is a version for Win95 also. If you can’t find one for Win95, there is a program called notepad which is similar, runs with pretty little windows and menus and uses a mouse, which I’m sure you’re more comfortable with.

Unfortunately, the learning curve is rather higher than most people would like, since it actually requires knowing the highly complex hypertext markup language, rather than just knowing how to move a mouse, drag and drop, and bang your head on the keyboard (which is how, apparently, most people generate web sites these days).
